Today forums play an Important role to getting backlinks for your site but ,some times due to incomplete knowledge many people put there signature every post it is not a right way.i suggest you to only join that part of forum which was related to your niche. we are not here for spamming and getting blackhat baclinks. if you get the link from a realted forum,google would consider those baclinks for increasing your page rank .It is not like that the links from unrelated forum will not pass link juice to your site ,but the juice is very less as compared to get the link juice from a related forum

Here I am going to tell you that how a new blogger or webmaster can start link building for their web site or blog .It is summary of link building.

1.Submit your site to Web Directories. This is a pretty monotonous process that can get you several hundred backlinks if you have the time. An alternative would be to hire a manual directory submitter. Here's a list of web directories you can use. You can also submit your blog to some blog directories here.

2.Submit Press Releases to PR sites. A basic press release about your website's launch can be released to several PR websites, who will distribute it to various online news outlets. A good way to get a free link. I recommend using PRWeb and PRLeap.

3.Reciprocal Links with Similar Websites. Its important to pick sites that are of high relevance so you'll not only get links but traffic. Reciprocal linking can be useful from the beginning but don't overdo it. You can find link partners by emailing them directly or searching through webmaster forums.

This blog is not even indexed on Google yet and has no backlinks. You find some website owners selling PR4 to PR6 links on their sites and you buy the links. And then you leave the blog as it is till the next PR update. What do you think you would get the PR?
Why not, Google would not only ignore all those backlinks which you have paid well over $500 for but also may even penalize your site (ban your site from the search listings). Just think how a site that is so new can get so many natural high.Is is possible that google think it is natural link not buy from any webmaste.

This is the same thing how Google thinks about your site. So for a new site, Owner should wait for its first PR update & then get as many natural links as you can. Link Baiting section is taught for all those strategies to get natural backlinks. Also, submit your site to web directories and submit articles to Article Directories to get backlinks. Don't buy that link, since Google keeps a very sharp eye on all those threads where people place their link of site for sale freely .
